I have a website which is presently on the sub domain of some other server like www.abc.com/abc in next 30 days it will move to some other server with its base domain i.e. www.abc.com.
if im doing promotional SEO activities now (Social bookmarking, directory submission, link building) for the future domain i.e. www.abc.com will it help to achieve the traffic and links to my main website.
Also when i'll be switching my website to main domain should i implement 301 redirects.

Personally as it's only 30 days, I'd wait and do the promotion targeting the new domain for links.
I realize that I am not answering your question but as you seem to want to be a search engine optimizer, I just want to let you know that you have options other than implementing linking schemes.
There are three ways to attain a market share of the qualified traffic available from the search engine results pages:
1. Craft important, high quality content on web pages that are well-linked internally, have well-optimized web page elements and then continuously evolve the web site in this manner.
2. Look outside of your own domain to other domains for help in boosting your link popularity in an effort to convince the search engine that your web site is important.
3. A combination of 1 and 2.
