Suppose I have a site about widgets. There are areas on red widgets, green widgets, blue widgets, etc.

The green widgets section is very popular and has a number of quality incoming links. Will these incoming links to the green widgets section benefit the red widgets, blue widgets and other areas of the site from a search engine ranking perspective?

yes...absolutely...assuming that your green widgets section links to the red widgets, blue widgets, and other areas of your site.

The inbound links to the green widgets section increases the link pop/PR of that section and gives that section more link popularity to pass on to the other pages of your site that they link to.

A perfect example of why a good internal link structure is a necessity.
