Some one told me that :

our site has low PR , we should by some ads from the sites with higher PR to increase our PR, then the sales will increase .

Is that true ? Where can I buy such ads.

A inbound anchor link from another site is an endorsement of your site.
If the inbound anchor link is placed on an important page of the site it carries weight.
If it placed on a page that is not indexed, it means nothing.
If the site is an "authority site" it will help your entire sites.
If the site does not fall into this area, it will likely only help you rank on the specifc page it points to and a few ajoining pages.

You dont need to buy ads as to increase page rank to your site. Your site has low page rank maybe because of the number of related links to your site and based on google calculation on page rank. Page rank is through the number of links to your site and also to your on-page optimization.The best way to do is to promote or build links that is pointing to your site.
