Can I promote any site without Link Building?

I want to know that can I promote any site in major search engine without Link building. I have seen a site [snip] which have 465 backlinks and some site have mostly 20 to 30 back link but they are ranked in Google top 10. So how is it possible?

Yes.

Read Google's guidelines for web publishers, they give you lots of tips for improving your site's ranking within search engines. And don't believe the hype about trading links, it can do you more harm than good.
