I am searching for a desktop or on line software program that can converts a simple .html or .shtml web page or/and website to rss, atom or other popular feed, automatically.
Does anyone know anything about this?

A lot of CMS systems and blog packages make RSS feeds at the same time they make your pages. If your site is database powered it's generally fairly trivial to have the page data used in an RSS feed as well.
If you're trying to get feeds for sites that don't have them then a quick search [google.com] seems to turn up several options.
