Is it ok to combine several RSS feeds and turn it to one and publish that? If that is ok is it also ok to have ads in that kind of feed?

This is quite a grey area. RSS feeds are designed to make it simple to syndicate content. By syndicating content you are making some of your content available for others to syndicate. Putting this content into another feed may be bordering on a copyright violation.
Your best bet would be to seek permission from the publishers before going ahead.
