I have purchased a domain name and now i want to make pinterest account with same name but someone else have acquired that name, is there possibility to get that user name if the user is inactive since 1+ year ?

I very much doubt that since I opened an account there when Pinterest first showed up and though I very seldom visit the site, my ancient account is still there. It is still 'active', I can still log in. You can try to connect with the user if they have open boards, but I would hope that Pinterest would not arbitrarily offer others to take over my account simply because I seldom use it.
Have you looked to see whether they have any pins?
