Much like apples and oranges...It depends. However, make sure the one you choose is mobile-friendly. Crucial these days.

If you are using wordpress than you can use free menu plugin for responsive design.

And if you are working on custom framework , Than there are many jQuery MENU plugins are available for the responsive design.

You can simply view the demo of them, and no need to purchase,
Definitely you will got a better menu option.
