desktop based solutions

back in 1995 I picked up a copy of FrontPage and taught myself html. Today, Mobile Apps seem to be the new "websites".
I see a galaxy of web based App builder's, but I'm wondering what desktop solutions there are for learning how to and building and deploying your own mobile apps.
Again, desktop PC is preferred and with the ability to produce both Android and iOS versions. Feel free to share your best web based or free app builders too.

Certainly, mobile apps have their place, but it's not for all. Some businesses can be significantly enhanced by having a specific app, while other can benefit from having a mobile-freindly web site.

I've only been developing for Android, and using Android Studio, and it'll work on the PC.
