Cheap android smartphone for development

I am looking for a cheap android smartphone for testing regular database driven internet sites with some input features.

I'd want to use it with wifi if possible, or cheap, minimalistic data package to keep costs down.

Area is Charlotte, NC.

(Yes, I am a bit of a caveman when it comes to phones - I don't like them, but I am finally having to do some phone stuff).

Suggestions?

i use a samsung galaxy 'y' ... for youth i think, that's how it's branded in the uk anyway... it's android.

the screen is smaller than the higher end phones but perfect for testing.
you can connect wirelessly to your own network at work/home so you only need the minimum package.

i bought the phone on amazon and got the cheapest pay as you go SIM only deal i could find. (again UK, but i guess, they must have similar in USA) because i always use my own network for connecting and never make calls it costs virtually nothing.

I'd suggest a Moto E, or a Moto G.
They are getting upgraded to Android Lollipop. Motorola's interface is close to the stock UI, and they also come at a good price.
