I want do design a website just for them cam i just make a smaller screen size in a html page. I want to stay a way from xml and vml any ideas

Depends a lot on the target market. My mobile in Japan can handle a lot of things someone in the US can't, and vice-versa. PDA's and phones don't always have the same browser capabilities either.
