Developer Tool - Changing Geolocation

I've been trying for some time to figure out how to view my website as it would appear in another location (e.g., another country). I have been trying to do this with the Chrome Developer Tools - Sensors - Geolocation option. However, every time I select a location (e.g., Berlin) and then refresh the page nothing seems to change. For instance, I have a cookie notice for EU areas and I would expect to see this notice if the location is Berlin. I would also not expect AdSense to show English language ads in places like Tokyo. Anyone have a suggestion on what I may be doing wrong? Each time I do this I do clear cache but I don't think this would matter.

how does your site determine location?
the Chrome Geolocation option affects the Geolocation API [developers.google.com] but if you are using IP addresses or other methods to determine location this will have no effect.

With Opera web browser, you can use their build in VPN, to have an Asian, European or American IPs. This is not precise, but it might help a little bit. However, some American IPs of Opera shows as Sweden in GeoIP DB...

Using the TOR browser, you'll get all kind of "random" exit node, in different countries. You can refresh the TOR circuit, until you get the country you want.

Please note that, using these VPN or TOR will often cause Adsense not to display ads (suspect IP)

As an unrelated side note about the GeoIP API, I personally can't stand when I arrive on a site, and the first things is a message box, (from the browser), asking the authorization to geo localize me. Of-course, I always answer "no", and I guess that this is what most people are doing.
