Website versus Blog

should one should start off with building with a website, then add a blog. What if one starts with a blog with its own domain address, gets the top ranking, and develops it into a regular site later? Which strategy would get more traffics in the long run?

I think you're asking the wrong question. The site that best serves visitors' needs will be the one that will be more successful. Focus on serving your visitors, and success will follow.

A blog is a feature of a website. It can be the only feature, or one of several, but it is not a discrete medium.

Personally I would agree with choster but that is what is best in my niche. I suspect that a traditional website will rank better, or at least quicker, because you can take more care over tuning the home page. Because a blog is top posted you will be getting a revised set of keywords with every post.
