In my experience, a lot of "professional feel" comes from high-quality image material (almost no matter of the kind of website). So maybe some Photoshop skills and good material from image agencies (there are free ones) might be as valuable as a good template.

Wordpress can give a good blog feel but how can i put together simple 10 page sites so that they look professional? is there an easy template system i can use?
Answer is YES. Google 'em. Templates all over the place. Some better than others.
Static or dynamic site?
Ten pages only over many sites? Or many sites with only ten pages each with different content?
I agree with StoutFiles. You avoid vulnerabilities and save yourself a lot of potential trouble by creating your own HTML pages.
I think you can do better than Notepad, though. Its lack of automation means more keystrokes, which can make you vulnerable to repetitive stress injury. Expression Web, Dreamweaver, and FrontPage can be used as very capable code editors. EW and DW both have free trials available. And then there are much less expensive editors with lots of features. I think one that is frequently recommended is called Notepad++. Microsoft's Visual C++ Express Edition (free) is a terrific text editor, and could be used to create a website.
Multi-file regular expression search and replace is a very handy feature to look for.
The easy way is to learn HTML (and simple CSS for text) and then use a WYSIWYG editor for laying out simple pages. Something like DW4 at Ebay goes for $50 or less and does just fine.
