No. In fact Google will decide want it wants to index and what it doesn't want, and there isn't much you can do about that. Small websites can be indexed completely without much effort, whereas large sites, in the millions of pages, in most cases will never be fully indexed. Google will tend to index pages that have links pointing to them and will also index pages that are near to the linked pages. More links results in more pages indexed. The other important factor is content on the page, if content is thin it wont be included.
Remember also that are three main phases to search:
Crawling
Indexing
Ranking
A site that isn't crawled can't be indexed, and page that isn't indexed can't be ranked. But the converse is not a given, just because a pages was crawled does not mean it will be indexed. Just because a pages is indexed doesn't mean it will be ranked (or ranked high enough to appear in the SERPs).
So to encourage indexing:
make sure the site can be crawled,
make pages have good content,
get plenty of links and other positive signals.
The above applies generally to most search engines including Bing. The tool linked to above by @engine will ensure that your pages is crawled but does not guarantee that it will be indexed.
