The Bing Index Quality Team is raising its profile and has laid down some criteria for SERPs edits.

I could accept people being changed from 'personnel' to 'human resources' but 'downstream components' takes the biscuit.

I really doubt that "downstream components" refers to humans here. I think they're probably talking about trimming down the index that's used in later steps in the algorithmic processing stage. because they can't calculate final search results until they get various inputs from the searcher.

Every company tries to use their own terms, over at eBay they say upstream instead of downstream. ie: they promise to adjust the systems that have handled data, not the ones that will use it.

As with ebay my concern is the use of outsourcing, does Bing outsource any of their "downstream components"?
