No Second page in SERP

I just searched for a long tail on Bing and was surprised that the normal navigation to page 2, 3, 4... was replaced with

The searched results page contains 14 Ads(including image Ads) wrapped around 7 organic listings, out of which 2 are Etsy, 2 are Ebay and 2 are the same site has adverts as an advertiser #1(Biggest Advertiser in our Niche as long as I know). With 6 related searches stacked in the middle.

4 Ads on top making the first organic link(to Etsy, dunk that), 6 image Ads, on the right +2 text Ads below that + Related searches(8 links) + 2 Ads on the bottom followed by the message outlined.

Is this something new on Bing or MS$ really that desperate?

I just see the usual couple ads to the right of the results with Bing on my 7.9" Android tablet, the same as from my Windows desktop.

There are many factors that determine your Search page layout.
