Pricing of MSN Clicks and CTR.

I just got off the phone with a rep and they told me that pricing is not influenced by CTR. I find this hard to believe. Does anyone know if CTR lowers click costs as you gain a history of high CTR? I know google awards you a lower cost, or you move up with higher CTR.

adCenter also depends on the CTR. If CTR is high then the CPC also reduced. Most of the MSN reps are not clear in their statements.
