Does MSN Adcenter allow ads to be rotated evenly for Split-Testing?

I don't want my ads optimised, that's all. I want to be the one who decides which ad to drop and which ad to keep.

If this is not an option then NOTE TO MSN ADCENTER! No Brainer Alert! Customers should be able to set their ads to rotate 50/50 if they so wish!
