I have searched on this forum and others and I cannot find an answer to this problem. I have uploaded about 400 ad groups into adCenter using an excel spreadsheet without a problem. But to get these ads to show, it seems that I need to manually submit each one. This would be an extremely time consuming, tedious job.
I am waiting for an answer from their support, but in the meantime I was wondering has anybody here found a way to do this?
I am a small budget advertiser so any of the solutions that work for people spending over $10,000 per month won't work for me!

You are correct, and it confirms my suspicion that there must not be a single person working in adcenter development who has ever managed a large ppc campaign before. It is absolutely crazy. I'm told by support that ad group ctr matters in their quality score, but if I want to divide my campaign into 600 tightly focused ad groups it's going to take me over 10 hours... and that assumes I could activate one adgroup per minute.

The ability to create ad groups through bulk upload or api is one of the first things they should be working on. I could spend SOOOOO much more money with them if I could justify the investment of time they require to do anything significant.

Indeed true. I have just spent 3 hours just to get 80 ads live after bulk upload. There is no way round it. I have spoken to MSFT support a few times about this. No plans to change it apparently.

I go through the same issue when I bulk upload.

This additional step to submit a "draft" to a live ad group almost completely defeats the purpose of bulk upload all together.
