Does exact match get priority?

If you bid on an exact match, does it get priority over a broad or phrase match?

i.e. does "discount car loans" on exact match get a higher priority than "discount car loans" on a phrase or broad match, everything else being equal?

Hello Jon,

One Assumes it does not follow googles fines example, chough! cough!, and will take the keyword that is most relevant! so for the search term "Red Widget", with the keywords as follows,

[red widget]
widget

the keyword uses will be [red widget]

Can adCenter411 confirm this?
