Microsoft asked Europe’s second-highest court to overturn or reduce a record fine of 899 million euros ($1.4 billion) from the European Union. The appeal was filed at the European Court of First Instance in Luxembourg, a Microsoft spokesman, Jesse Verstraete, said in an e-mailed statement.
