This seemed worth investigating, so I checked it both ways. In the HTML, the link is percent-encoded:
/%E4%BD%A0%E5%A5%BD-ciao-skype-translator-now-speaks-italian-and-mandarin/
rendering it immune to any encoding issues in the Forums. The browser renders it as Kanji in the address/link bar but transmits it encoded, so you end up on the right place.
