Haven't tried it (yet), but according to MS [blogs.windows.com] "everyone can build an app" with Windows Phone App Studio.

Soon Windows mobile app store will be overtaken by low quality and useless apps. Google's app store is already overflowing with useless and low quality apps. Now app store spammers have more work to do.

On the positive side, I think that is a great move, and it will help users innovate.

The Windows mobile app store will soon have thousands of fart apps, bring to Windows the same quality and innovation we already enjoy from Apple and Google.
I always look for Android apps first in F-Droid and only look at the Google Play Store if F-Droid does not have what I want, because the Play Store is full of junk.
