Windows 10 Telemetry Can be Shut Off, But Only for Enterprise Users

A third party data protection authority on Germany has said the latest version of Windows 10, 1909, may allow enterprise customers to shut of telemetry to Microsoft.
In any case, home users can only choose basic or full telemetry options.

From a personal point of view, it's really annoying this data is being exchanged without the option of opting out.

You can block a lot of it, but it takes effort. You could block the reporting URLs via your router, a PiHole, or hosts file on the machine. It would be nice if there were a definitive way to completely turn it off.

One of my clients became so concerned they asked for, and got, a linux box to play with, loaded with opensource apps comparable to their experience. Waiting to hear back on their progress.

MEANWHILE, my other customers can't seem to get excited and continue to happily run MS Win10 ... so it goes both ways.

The SAS model has found quite a few who are happy with it.

I was doing some more reading about this. There were reports that Win10 has the ability to bypass some hosts file exceptions for telemetry.
