Completely? No, unless you turn off your computer until the time you're back to a preferred connection. However, there may be 3rd party software purposed to interrupt the update process. If so, I personally wouldn't use it for fear of screwing it up.

Updates will download when they want to usually. There's a setting to choose the time of day but that's about it. I'm on a fast, 24 connection so I don't care.

The only thing that gets in my way is when it actually updates, which can take a half hour or more. That can be postponed a day or so, but eventually it will just go for it.

Can't shut it off. Minor delays are possible. TUESDAYS are to be watched (every TUESDAY, not just the monthly). A not very useful tool is to turn your computer OFF on Tuesday. :)

OR, spend the big bucks and move to Windows 10 ENTERPRISE, which allows you to schedule AT YOUR DESIRE exactly WHEN (or if) you REQUEST updates. Three years sucking at your bank account, but your support will improve tremendously!

OR dumb down to Windows 10 SCHOLASTIC and use only APPS from Windows Store. Few if any updates (other than security fixes) are pushed out.

You do have choices, just won't like any of them.

Actually Windows 10s and 10s2 are both built on 10pro and get the same updates with the same frequency as 10pro, so there's no "dumb down."

The retriction of only using apps from the Windows Store is a safeguard IMO. I'm perfectly comfortable with that as I've been doing it safely with Android & Google Play for years.

The only other differences are the remote admin privileges useful in a classroom environment, which can be turned off by the registered owner.

AFAIK, the Windows updates come from M$ but are released by your ISP and load-balanced across the network. Each ISP likely does it a bit differently.

What I thought was odd was my Surface Pro tablet got the Creator update 3 or 4 weeks before my Desktop got it, and they're both on the same ISP.

OK, I believe i've found the answer, and you can shut it off.
Settings, Network and Internet, WiFi, then choose the network you want to block updates, then look for Metered Connection and select the switch to turn it off.

Now, this only works on a WiFi network-by-network basis, so it'll never download the update until you're on a different network.
If you're in a hotel you are sometimes given more than one WiFi network, so you'd have to put both or all the hotel WiFi networks on the metered setting. Although, generally, a hotel isn't really too bothered.

Of course, I really do want the security updates, but i'd prefer to get them at my own convenience, and at minimal, or no cost, unlike on a pay-as-you-go WiFi/MiFi.

I pay for a business account at my ISP with high headroom. I also pay for a VPN that I have config'd to proxy that ISP account.

When I'm traveling, which is every single weekend, I never use the hotel WiFi. I don't trust the security. In fact, I rarely use any public WiFi.

I always use my ISP via proxy. That's why it will always *appear* that I'm at home, when in fact I could almost be anywhere.

As you say, that same switch can just be used to disconnect the computer, turning it off until you get to a preferred connection.
