However, once it downloaded the updates it began locking people out of exchange. We have since moved the domain controller over to a new machine, but people still periodically get locked out of exchange. Any ideas?
Are you getting errors when Exchange denies access? A good tool to look up errors is the Events and Errors Message Center [microsoft.com].
We have other problems now though. We were moving the domain controller to a new machine and the old machine recognized a new domain controller, and now reboots every 30 mins.

Do you mean basically that say you have 100 licences and you can't get 101 users connected?
that's the way it works....you buy licenses to cover ALL your users...if you have more users than licenses you get denied as soon as you go over your your limit...
maybe I'm missing something here...
