You would get a more definitive answer in the Apache forum, but your rewrite condition beginning with ^ is the cause. Most UAs start with the Mozilla or whatever with its version first, then drift of into specifics like Android, etc. ( the ^ means "starts with").

Changing that to:

The reason I posted here is we are on a windows server using Helicon manager to create a htaccess file from the httpd.ini file, but your probably right on were I should have posted it.
