According to reports of an interview with Apple's Tim Cook, users will soon be able to turn off the iPhone battery throttling, and it'll be updated in beta next month.
Interestingly, there was nothing in the apology letter from Apple, [apple.com] so it's been suggested that this is something new.
His wording is not ambiguous, he states plainly that Apple will release the developer beta (presumably iOS 11.3) next month and that it will include the ability for users to disable performance throttling if they want to. Well that's nice of him :)

If they had never been caught, this would still be going on.
