Can you define GBP for us? It might help with getting suggestions, but I am unfamiliar in how GBP is related to SEO, need some context.
Frequently, the simplest way to get your site known locally can be with offline advertising.

Are there 30 GBPs for a single business, or 30 locations for one business? Speaking broadly, getting local links, say, if there are city business directories. In Australia, city councils sometimes have directories of local businesses and that is one "gov" backlink.
Some people do it if the business had 30 distinct services, 30 phone numbers, 30 addresses etc, but otherwise it's a violation of Google ToS and too risky in my book. A bank with 30 branches can have 30 addresses and a central toll-free number all run by a single account holder.

@Martin_Potter - I was recently informed by anallawalla that GBP is short for Google Business Profile, used to be Google's My Business profile or GMB.
