Even to do a simple thing like place text over or on top of an image, without having a white text box, like an ad with words over an image.
Seems like it should be simple but...?

Using DW to create print media is like using a hammer to paint your house ;). That's not really what it's meant for. You'd be better off using a word processor or ideally Quark, PS, etc.
