Here's the problem: managing three sites with Dreamweaver. None of the FTP connection settings have been touched, however, one site I had to check the 'passive FTP' selection in order to connect because an error message kept coming up indicating that it couldn't connect to the remote host. I called the host to find out if anything had changed on their end, and the response was "no." With the Passive FTP selection checked, the connection is slow, and it connects, but the site is not updating properly. However, someone else was able to connect to the same site through their Dreamweaver, no problem, but they are in a different office across town on a different network.
The other two sites (hosted by a different provider) have connections that are slow but seem to be functional. They are hosted by a different company other than the first one I mentioned.
And, yes, being on a different network can make all the difference in the world.
