Can a Wordpress or Joomla theme do THIS ?

Is there a premium theme at themeforest.net (wordpress or joomla) that can create a site like this ==> [snip] ?

The theme should satisfy the following TWO features:

1) There should be a site-wide menu at the TOP, which goes to different folders on the site.

2) There should be a FLOATING menu (within EACH page) that takes control when scrolling down.

Both of these CMS can do this... if you are asking if there is a theme that already does it... sorry. I don't know.

But adding such to the general template is not that difficult. Might want to look into that option.

Have a look at Avada. I think it fits what you are looking for.
