Best Places to Find/Hire Top Web Designers

We are a technical PHP/SQL web design group looking for a Madison Avenue quality graphical web designer. In addition to the freelance sites, where should we post to try to find a top-notch creative web page layout designer on a consulting project-to-project basis?

There are some excellent design communities out there. Many of them centre around forums or blogs.

I'd maybe contact some of the leading design blogs to see if they have a job advertising format for posts. I know some that do.

Word of mouth is going to be your other best tool. Recommendations from peers have always led me to good working relationships.
