I'm setting up a site with two columns and would like some advice on how things should be lined up so that they're pleasing to the eye.

I've got a title and a couple of lines up top as a description. Then the rest of the page (other than the footer) is split 50-50. The left column has a title, then 4 or 5 items consisting of a title and a brief description. (i.e. resources for consumers, then a list of resources with links). The right column has the same thing.

So if I split the page 50-50, how should I lay out the two columns of text? Left align? Center? some sort of golden ratio? Center the heading then left align the list below that?

All I got right now is ugly and hard to read :).

Two columns with center titles never look right to me. I would suggest left alignment on the titles for each item and justifying the brief description part. This would be a more eye pleasing look. To get a better idea take a look at some news sites. They seem to have a similar layout that you are describing.
