While I'm not entirely sure that the .pls file type is supported (you may need to convert to .wma or .mp3), Microsoft gives us a (free) solution to the stream issue via a cross-browser media player.

Along the same lines, the WMP equivalent of a playlist for MP3 files is .M3U. It's a text file containing the name of the file to be streamed. If you place a link to the .m3u on your site, when the user clicks on the link, streaming begins. More info at [spartanicus.utvinternet.ie...]

I'm not familiar with Shoutcast, though, so what you're wanting to do may be more complicated than this.

These playlist files may be surprisingly interchangeable. On one website that offered only RealAudio streaming format, I downloaded the playlist text file (.ra or whatever it was), extracted the filename from it, created my own local .m3u file, pasted the filename in there, opened it in WMP, and it streamed just fine.
