We are developing Internet applications for our customers that provide them with some tourist information. In that direction, we would like to implement in customers' sites the Google maps functionality to ease customers find the desired objects they need. Our basic question right now is: do we need to purchase any certificate or license that will allow us to use Google Maps or we can use it WITHOUT any license? As per your FAQ section [google.com...] under Question number 4, we see that there's a FREE Maps API and an Enterprise one (which offers several additional features). May we consider that we ARE ALLOWED to use the API for free and only if we need those additional features we must purchase an enterprise license? Also, is there a possibility for us to use Google Maps API either if the hits within 24 hours are more than 50000 and if so, what is the requirement for that?

you need maps enterprise api if the application is not public (open content or open membership) and free (as in beer).

i don't believe there a way around the 50,000 geocoding limit.

you may want to try posting questions in the google maps api group [groups.google.com]

Let me ask you for clarification regarding this: "... if the application is not public". Please, tell me what does it mean, how should I understand the fatc that one application is not public?
In our case, we're doing and selling web applications that are public and people can access it from all over the world. All we need to know is whether in that case we need to use an Enterprise solution or the free Maps API is absolutely enough in the terms of licenses and legal use. I've spent lots of hours to find that written somewhere on Google (in fact, we need it written from them) but nowhere...

if your site has no membership requirements or members can easily register without charge, you are probably ok.
perhaps this from the google maps api help page [code.google.com] will help.
