For a second there my brain transposed the words in the title and I thought...Rich Pop-up Adds Wouldn't that work well for Google.. ;)
On the desktop where there is usually a bit of spare real-estate something like this could be welcome. Windows 8 has some notifications that work like that on the desktop now for things like calendar notifications.
