Is it possible to stop new windows from tiling?

Is it possible to stop new windows from tiling?

I like opening new windows instead of new tabs but when new windows open they tile downward and to the right causing me to lose the scroll bar on the right. I have to take time to reposition the window to get the scroll bar back. Is it possible to stop the new windows from tiling? I would like for a new window to open on top of the old window.

I doubt there's a setting in Chrome to do that. There is one under folder options in the Windows OS, but if that will work with Chrome's behavior, not sure. Curious why opening new window (session) is desired over new tab? Each tab does add to memory, but not anywhere near a second or more instance of the browser itself.

You can view two windows side by side concurrently. With tabs you have to toggle.

fwiw I tried the same thing on three of my Mac browsers. New windows tile downward and to the right until they hit the bottom of the screen, and then continue to the right. I think all applications do this, with variable behavior when they hit the right edge of the screen.

Life would be so much easier if all users had exactly the same preferences ;)
