Running ads on "noindex" pages

Hello,

I want to block from index all URLs that contain parameters after a question mark (url.com/black-dresses/?***).

My question is, will I be able to run adwords campaigns on such URLs (because they contain utm or gclid tags after the question mark). Will this prevent the ads from running?

A lot of things can go wrong here, but yes, you can run ads to noindex pages.
If you block the quality score bot from crawling (note, I said crawling, not indexing), that'll drive your QS scores so low, you might be knocked out of the auction due to dutch bidding mechanism.
And if you stay in the auction, it could get very, very expensive.

The utm and gclid params won't be affected by what you're doing, no search engine should have them indexed.

The base action you're taking, blocking all parameterized URLs, focus more time and research here.
Just noindexing anything with appended params could go tragically wrong, imo.
