How precisely can I target my ads on youtube?

I want to show ads on some videos on youtube. There is only a select group of videos I want the ads on - videos made by my competitors. This is the very targeted advertising PPC was made for, and I am willing to pay over $30/click for clicks from ads on those videos.

Can I get that targeted?

You can target specific videos.

But the video owner can also chose to not allow some ads:
[support.google.com...]

And embedded videos also has settings:
[support.google.com...]

Advertising of any kind should be to draw traffic to your site. Targeting yt might not be your best venue. Seek alternatives that make sense.

Assuming you are talking about an in-stream video ad.

If your competitor is a brand - then most likely they don't have monetization turned on for their videos and you won't be able to show an ad before their content. You can go for display ads and other targetting methods which may get you similar results.
