Are your Flash ads going to work with the Flash to HTML5 conversion tool?

If this is a new feature, then that hopefully explains why it's buggy.
I have just experienced this today. I had SWF files of between 50-65K that were converted automatically when uploaded last week.
The client then wanted more involved ads. They were 110-120K (so within the 150K limit) but Google did not do the conversion, even when we tested and shrank the file size down to 68K.
I checked with the dev and both sets of files were produced from the same FLA, with the same export settings. The only difference was the quality.
I see that Google allow upload of ZIP files so you can create your own HTML5 ads if the conversion doesn't work. I have very limited comparison experience, but based on what I've seen HTML5 has far higher impression and click-through rate than SWF (I'm guessing that SWF gets nailed by ad-block software).

UPDATE:
I've found that the Google 'Swiffy' tool will successfully convert ads from SWF to HTML5 that the converter built in to AdWords won't.
