Does Google break it's own guidelines?

I can't see anyone else getting away with this

I've searched around and can't find anyone else talking about this,

I just did a quick search for "Photoshop" and I was really surprised by the first adwords result "Free Adobe Photoshop" which was an advert for Google chrome

But seems to be pretty reliably showing here in singapore on google.com

I can't replicate it. Maybe a temporary bug?

Seems to not be the case through US and UK VPNs only on a direct connection to google.com in Singapore

Yep, Its up in Sigapore. Wouldn't surprize me if Adobe got the bill for it.
