I wrote to G a long time ago about this. It makes perfect sense to me!

I think that Google won't go for this - and I can understand why.

If your business model is dependent on your adsense earnings in order to settle you advertising costs with Adwords - you would probably come under the MFA bracket - an area that is much debated.

Secondly, if you were to lose your adsense account for violation of TOS - they would probably struggle to get your account settled in adwords.

Thirdly - unless you are on a monthly billing for adwords, it means they get your money for longer - and earn greater interest on it.

I very much doubt that this will happen.

I'm considering making a petition from webmasters about transfering funds from adsense to adwords [...] Tell me what you think.

There has been a slowish (but steady) stream of requests for this capability, glink1 and others, and I can assure you that the desire to be able to do this is on our radar.

To that I'll add that, for a number of reasons, including regulatory issues with the many different currencies with which one may pay for Adwords (or be payed in by AdSense), this is not nearly as simple as it might appear to be at first blush. ;)

I'll happily add your voices to the 'Yes, please do it!' tally, however. Consider it done.
