Position preference option not working?

Just activated the position preference option on the campaign level and input my preferences on the adgroup level (postions #4-10).

It showed ok on the ad group level but when I do a search on G, I still see my ad on position #1.

Can't lower my bid because G wants a min bid (50cts in this case) but this min bid put me on #1 spot, which I don't want.

Am I missing something here?

I've encountered this exact scenario many times - with the only response being that it is "expected behavior". Since then, I've discontinued any and all use of this feature.

As poster_boy says, this is expected behavior.

The lower limit on position preference is a hard limit, but the upper limit is not. The system will try and hold to the upper limit defined in your preferences, but we couldn't make it a hard limit. In the unlikely scenario that the ads that would normally compete for the top few positions all had upper limits of position 4, for example, having that upper limit be a hard stop would cause issues for the auction.

So it looks like this tool is not really useful at all.
