I have had an adsense account for decades and inly this last 12 months have really taken a beating.
How many ads are meant to be on a page max these days?

depends on the viewport size but in any event too many is just that. Adding more ads to chase loss of income because ads are paying less or are not effective will only make things worse.
Me? Try to keep it to 2 (max!) with better results at 1 or less.

I go five max: header, footer, and loooong articles / pages can input an additional three inbetween for good measure.
