Weird: Adsense Slots Not All Filled on Desktop Chrome Browser

I noticed something peculiar today when accessing my websites via the Chrome browser on a desktop computer. Many of my ad slots are being filled by downloadable utility ads. This only occurs on my desktop machine while using Chrome. All ads are filled normally if I use another desktop browser like Microsoft Edge or Firefox. I have never seen this before. Any thoughts?

I feel like I see these all the time as I am on my sites all day long, Chrome too.

I just chalk it up to very cheap ad fill because Adsense knows its me and I am a waste of its time.

What is interesting is that when I hide empty ads using CSS (ins.adsbygoogle[data-ad-status="unfilled"] {display: none !important;}) the ads display momentarily but almost immediately are hidden. So they are just filler content getting clicks but not paying anything. Also, I don't allow downloadable utility ads. Very weird.
