Still locked out of my Adsense stats page

I'm still locked out of my Adsense stats page because of that "Accept Terms and Conditions" page. For some reason they think I'm not an Administrator of the account. There's no way to contact anybody at Adsense online and I've tried posting a question to to Adsense forum, when my question was "rejected" for some reason, and even calling (long distance at my expense) to Mountain View when I was put on hold so long I gave up. I've also tried other things like adding a new user and making them an Administrator and "recovering the account" but nothing seems to work.

This is a pretty ridiculous situation, I don't really want to but I'm going to have to replace all my Adsense ads with something else if I can't even log into my stats page. Also if I can't even accept those new terms and conditions they'll apparently freeze the account anyway.

I somehow got blocked out. I am in process of switching computers and i guess it doesn't see any cookies on new computer. Is this the reason? <snip>

I use two different (desktop) computers regularly myself, have for some time, and that TOS acceptance page is blocking me on both of them.

Some of these big companies like Google are so smug when they think they can do everything with automation, they think they've got every possible bug addressed, and there's never any need to be bothered by the peasants. So instead of crudely saying "DO NOT CONTACT US" which looks bad from a PR point of view they make it practically impossible to do so.
