I am not certain if it is the same in all locations but I thought that Funding Choices is found in your AdSense account. I have noticed a lot of confusion about it, this discussion (and others it links to) is finding answers: [webmasterworld.com...]

Up until recently Funding Choices was a separate Google offering at [fundingchoices.google.com...] It used to have all settings there. They have retired that service and incorporated into Google Ad Manager 360, Google AdSense and Google AdMob.

I am using the correct links in AdSense - as described in the sequence of steps to get to the GDPR message configuration.

The problem is that it appears some accounts may not have access to those settings as the message error I post suggests - and goes in a loop.

Not a big deal. I have just changed to Quantcast and It Just Works (TM). Thanks for the time though.

don't know who's to blame for the big cluster f that's consent management, the governments, companies, lobbies, advocacy groups?

the only time i even knew there was something called funding choices is a few months back when some bug had crept into their code and was messing up the traffic logs. guess at some point i must have blindly gone thru the steps to activate whatever consent process adsense was pushing.

still have no idea what i've done, if i've done it right or there's more to do or what.

sorry for the unhelpful response. just expressing frustration at this nonsense.
