If I block some general categories with user-based ads enabled, can ads be still served from the blocked categories provided they are user-based?

Can't answer your question for the full 100%, but general category blocking is not available for all languages [support.google.com]. If the ads are in other languages then mentioned in this list, they will still be shown on your site.
